The parent who works in a Gulf country must provide a valid work permit (residence/labour card) and proof of residence such as a residence visa stamp, tenancy agreement, or recent utility bill. The work permit must be valid on the application date. If both parents work abroad, documents from either may be used; if one parent works abroad and the other is in India, the working parent's documents are submitted.

Why is an NRI certificate needed for CIWGC?

The NRI certificate, issued by the Indian Embassy or Consulate in the Gulf country, formally confirms the parent's non-resident Indian status to the State CET Cell. Even though CIWGC is a separate category from NRI, the certificate provides the official Mission verification that the parent is bona fide working and residing abroad.
