The short answer is No. The fees paid to the State Common Entrance Test Cell, Maharashtra, are administrative and processing charges. They are charged for the verification service provided by the cell, not for the guarantee of admission.

To understand this better, you must look at the three distinct stages of payment in the admission lifecycle.

The 3-Step Payment Structure

The admission process is divided into three stages, each with its own fee structure and refund policy.

Stage 1: The Eligibility Fee

When you first register, you pay an Eligibility Fee (typically ₹50,000 or ₹5,000 depending on your category). This fee initiates the document verification process.

  • Purpose: To check if your uploaded documents (Passport, Marksheets, etc.) meet the legal criteria.
  • Refund Status: Non-Refundable.
  • Why? The cost covers the administrative work of verifying your documents. Even if your documents are found invalid and your application is rejected, the service of verification has already been performed.

Stage 2: The Processing Fee

Once your documents are approved and you receive your Provisional Eligibility Letter, you pay a one-time Processing Fee.

  • Purpose: To unlock the Merit List processing and Seat Allotment system.
  • Refund Status: Non-Refundable.
  • Note: Paying this fee does not guarantee you a seat in your preferred college; it only guarantees your participation in the allotment rounds.

Stage 3: College Fees

This is the only fee that is NOT paid to the State CET Cell. This fee is paid directly to the institute allocated to you.

  • Purpose: Tuition and development fees for the college.
  • Refund Status: Conditional.
  • Policy: If you cancel your admission, the refund depends entirely on the cancellation policy of that specific college and the timing of your withdrawal. You must check with the institute directly.

Common Rejection Scenarios (No Refund)

The most common reason for losing money is a rejection due to invalid "Supporter" documents.

Critical Warning: If you pay the eligibility fee but your financial supporter is an Uncle, Aunt, or Grandparent without a court order, your application will be rejected. You will NOT get a refund. usage of the term "Guardian" is legally strict in India.

You will not receive a refund. You must ensure your guardian possesses a valid Guardianship Certificate issued by an Indian Court under the Guardians and Wards Act, 1890 before you pay any fees. Is the college tuition fee refundable?
